A monstrance is a sacred vessel used by Catholics , Anglican and Lutheran churches to display or exhibit Eucharistic host (blessed sacrament).



It’s used to display the blessed host to the public during a Procession or Benediction (a Roman Catholic or Anglo-Catholic devotion  including the exposition of the eucharistic Host in the monstrance and the blessing of the people with it).



A humeral veil is a long rectangular clothe placed around a priest shoulders down to the front, used to carry the monstrance 



A priest is consecrated to bless people of God, but there are particular moments meant for God to bless his people directly and that is during benediction. 

During benediction it's not the priest that blessing the people rather its Christ himself who's present in the blessed sacrament is directly blessing his people, so for a priest to illustrate that it's Christ that blessing his people, he uses a veil to cover his hands while carrying the monstrance.
